Changes to In-Home Aged Care: What the Support at Home Program Means for You
If you or a loved one currently receive a Home Care Package (HCP) or are considering in-home aged care, you may have heard about the upcoming Support at Home Program starting 1 November 2025.
Thisnew government initiative is set to replace Home Care Packages and Short-Term Restorative Care, aiming to provide a simpler and more flexible way to receive support at home.
Here’s what you need to know about the changes and what they mean for older Australians in Perth and regional WA.
What’s changing?
The Support at Home Program introduces new funding levels, budget structures, and service options to improve in-home aged care.
More levels of support to match your needs
- Expanding from four funding levels to eight classifications, with annual funding ranging from $11,000 to $78,000.
- This change allows for more personalised care, ensuring your support aligns with your specific needs.
Quarterly budget allocations
Funding will be allocated every three months across three key areas:
- Clinical care – e.g., nursing, physiotherapy, and medical support.
- Independence support – e.g., showering, dressing, and mobility assistance.
- Everyday living support – e.g., cleaning, gardening, and meal preparation.
Care management and planning support
- 10% of your budget will go toward care planning, coordination, and regular check-ins.
Unspent funds can be rolled over
- If you don’t use your full budget, you can carry over up to $1,000 or 10% of your quarterly allocation.
Additional government support available
- $6,000 for restorative care, now extended from 12 to 16 weeks.
- $15,000 for assistive technology and home modifications, such as ramps, handrails, or accessible bathrooms.
End-of-life care – more support when you need it most
- Faster access to higher-level in-home care for people with a life expectancy of three months or less.
New participant contribution
- Fair contributions – if you have the means (e.g., self-funded retirees), you may contribute based on an income and asset assessment by Services Australia.
- Financial safety net – those with limited financial resources will still receive the care they need.

No. Here’s why…
If you are already on a Home Care Package or on the waiting list before 12 September 2024, the Government guarantees you won’t be financially disadvantaged under the new program.
